NATIONAL CITY, San Diego County — October 23, 2026. Residents considering an accessory dwelling unit (ADU) can already review local requirements, file paperwork and contact city staff — but should not budget around a city loan that has not opened. On its official ADU information page, National City labels an “ADU Loan Program” as “Coming Soon!” That language is not an announcement of an available grant, loan amount or application deadline.

ADU versus junior ADU

The city defines a regular ADU as an attached or detached additional residential dwelling on a residential lot with independent living facilities. A junior accessory dwelling unit (JADU) is generally smaller and created within qualifying residential space; the city’s overview identifies the JADU size range as 150 to 500 square feet. Different building layouts and state rules apply. The city provides links to its ADU Handbook and municipal-code sections 18.30.380 and 18.30.390, as well as California’s statewide guidance.

How does a resident apply?

National City’s posted instructions direct applicants to download current documents from its ADU resource page, prepare a complete application packet including the credit-card authorization form and submit it by email to building@nationalcityca.gov. The city also identifies the Building Division counter at City Hall for in-person drop-off, generally Monday through Thursday, 7 a.m. to 4:30 p.m. Confirm holiday closures before visiting.

Fire review can be a separate step

The National City Fire Department’s Plan Reviews & Permits guide expressly covers new construction and ADUs. It calls for construction plans and contractor licensing information where applicable, fee payment, Fire Prevention plan review and inspections. Its published estimate is typically 10–30 business days for Fire Prevention plan review depending on complexity — not a promised start-to-finish ADU approval date. Do not begin work until the necessary plans and permits are approved.

Costs that a floor-plan price may leave out

Get estimates that separately show grading and structural engineering, foundation, water and sewer connections, electrical service, fire requirements, inspection fees and site work. A unit advertised for a single flat price may exclude these items. Property-specific zoning and existing utility conditions still matter even when state law generally supports ADU construction.
